PART THREE
Delegations and Events in Latin America
As the Coordinator of the Idea-Network, CoDev Ed Steve Stewart, organized preparations for IDEA's International Seminar on Standardized Evaluation which took place in Quito Ecuador last May. Forty-five teacher and student leaders and researchers from 10 American countries gathered to examine the role of the Organization for Economic Cooperation and Development (OECD) in promoting international standardized testing, its impact on public education systems in the hemisphere, and resistance and alternatives promoted by educators, researchers and parent organizations. This event resulted in the establishment of a hemispheric research network on standardized testing.
Steve also coordinated the publishing of a special issue of IDEA's magazine Intercambio for the seminar. It includes articles on standardized evaluation and alternatives in various countries of the Americas, as well as at the international level.
CoDev program staff organized a delegation to Nicaragua and Honduras in May as well. We were pleased to have participants from CUPE BC, the BCGEU, HSA and FPSE join the delegation. Program Director Wendy Santizo led the group in meetings with our partner MEC, human rights groups and families of political prisoners and the Canadian Embassy. The delegation traveled from Managua to San Pedro Sula where they met with CoDev partners CODEMUH and COPEMH, the healthcare workers' union SITRMEDHYS and the Garifuna rights organization OFRANEH. - working with communities displaced by Canadian development projects on the Atlantic coast,. The delegation also joined CODEMUH in leafleting outside the Delta Apparel maquila, where a number of workers suffering from repetitive strain injuries have been fired.
Coalitions
Americas Policy Group (APG)
Steve Stewart joined five other APG reps in a meeting with officials from Global Affairs Canada (GAC) to provide Canadian civil society input for the annual bi-lateral Canada-Mexico consultation on human rights. Following the meeting, CoDev assisted in writing the Civil Society Advisory Brief on Human Rights in Mexico, which was submitted to GAC.
Canadian Network for Global Accountability (CNCA)
CoDev participated in the CNCA's campaign for Canadians to write to the federal government urging them to comply with their promise to create a Canadian Ombudsperson for responsible Enterprise (CORE) with full investigative powers. CoDev encouraged members to sign on to an online petition created by Amnesty International, and was one of 40 Canadian NGOs that sent a letter to the Canadian government on this theme.
Funding and Partnerships
CoDev submitted a project proposal to Global Affairs Canada (GAC) under their call for proposal related to "Women as Agents of Change in Latin America." The 2 million+ (over five years) proposal would enable us to double support for our partners working to combat violence against women in Nicaragua, Honduras, El Salvador and Guatemala. In late May, we received confirmation from GAC that our proposal passed the first evaluation stage and that we would be contacted within 6-8 months to see if we passed the second and third stages. At this point, we would be invited to submit a full proposal.
UNIFOR signed an agreement with CoDev to support our partner NOMADESC (Colombia) with $25K for each of the next three years. And in another new agreement, CoDev partnered with Capacidad! (Canada) and the Nuevo Horizonte Cooperative in northern Guatemala. This partnership supports a midwifery centre and medical training for health workers in the the community of former rebel combatants and their families in the Peten.

Numerous public presentations were made during the spring including:
- Canadian Policy and Crises in Honduras, Nicaragua and Venezuela to the CUPE national Global Justice Committee.
- Opening up to the Americas at Simon Fraser University
- History of Canadian Engagement in Latin America at Langara College
- CoDev's Partnership Model at Simon Fraser University
- Contradictions Between Canadian Policy in Honduras and Venezuela at a public event sponsored by the Central America Solidarity Committee.
