With last week's shooting on Parliamentary Hill, this story flew on the radar from the Governor of the Bank of Canada. Stephen Poloz's speech was cancelled, but it was posted on the bank's website -- in which he delivers a sober assessment about permanent structural damage to Canada's manufacturing sector.
