WIldrose wants to punish provinces for 'discouraging economic activity'

Alberta's Wildrose is considering a new policy that would effectively cut-off equalization payments to any province that brings in policies that, in their words, "discourage economic activity" or "limits" resource development.
So... Environmental, health and safety regulations? Labour laws? Where do these factor in?
