With great fanfare, the Harper government signed and ratified the UN Convention on the Rights of Persons with Disabilities almost nine years ago, but it never took the crucial step of signing and ratifying its Optional Protocol -- the tool for reporting and investigating violations by endorsing nations.
Parents are kept awake at night worrying about the long-term future of their children with disabilities, and struggling to get essential supports for them. Their experience and expertise are often ignored as they see their adult children inappropriately placed in sheltered workshops earning pennies a day, in segregated classes or schools, even prematurely in seniors' homes!
In these and other ways Canada might be violating the UN Convention, never mind its own Charter of Rights, but we'll never know because it hasn't adopted the Protocol for measuring our performance by UN standards, nor acted on Article 33 of the Convention which requires the establishment of a monitoring and reporting system.
If Canada truly wants to protect some of its most vulnerable citizens, the Trudeau government needs to attend to this unfinished business of the previous government. Families across the country are counting on Prime Minister Justin Trudeau to do the right thing and act without further delay.
