The process to achieve proportional representation for 2019 is moving full steam ahead! The Electoral Reform Committee is now hearing expert witnesses and MPs have been invited to hold town halls.

We're delighted to be joined on this webinar by Salomon Orellana, author of the 2014 book "Electoral Systems and Governance: How Diversity Can Improve Policy Making."



Orellana's work, building on decades of research on electoral systems, explores how and why proportional representation is associated with:

  • more policy innovation
  • a willingness to implement longer term solutions
  • more meaningful election coverage by media and
  • a stronger ability by governments to resist the power of elite interests in the policy making process.

David Farrell


Salomon Orellana completed his Ph.D. in Political Science (with a concentration in Comparative Politics and Quantitative Methods) at Michigan State University, in 2009. He is currently a lecturer at the University of Michigan Dearborn. His research focuses on the influence of electoral systems on governance. In his recent book, Electoral Systems and Governance: How Diversity Can Improve Policy Making, Dr. Orellana focuses on how electoral systems influence policy making performance. He argues that countries with more diverse party systems tend to perform better than countries with less diverse party systems on a variety of policy indicators, such as extending rights to same-sex couples, reducing CO2 emissions, reducing incarceration rates, and addressing elite extraction (when economic elites maximize profits at the expense of consumers)
