Dear Friend of Democracy,
Federal Ethics Commissioner Mary Dawson has let off 95% of federal Cabinet ministers, MPs and government officials she has investigated, including many who clearly violated federal ethics rules. An incredible 218 of her 253 rulings have been secret rulings. To see details about her negligently weak enforcement record, click here.
Federal Lobbying Commissioner Karen Shepherd has let off 84% of the lobbyists she has caught violating federal lobbying rules. An incredible 88 of her 105 rulings have been secret rulings.... Commissioner Shepherd has referred only a few cases to the RCMP, and as a result since 2008 only 4 lobbyists have been prosecuted for violating lobbying rules. Neither the Ethics Commissioner nor the Lobbying Commissioner do any audits to catch people violating the rules – so likely many hundreds of other people have violated the rules without being caught.
In 2010, the Auditor General audited the negligently weak record of the federal Integrity Commissioner, and she was held accountable for her poor record. The Ethics Commissioner’s and Lobbying Commissioner’s records are just as bad as the Integrity Commissioner’s record was.
