As extreme cold weather sweeps Canada, many outside dogs will freeze to death.

Unlike Alberta, where the Animal Protection Act protects dogs left outside in extreme cold, provincial laws in Ontario do not place any restrictions on the length of time dogs can be kept outside.

After Howard Weeks witnessed a distressed dog chained outside in -9C temperatures in Windsor, ON, he called the authorities — only to discover they too were powerless to protect the dog because the owner wasn’t breaking any laws.

So Howard started a petition calling for local bylaws to be updated to protect dogs in extreme weather, and give authorities the power to remove dogs at risk. You can show your support by signing Howard’s petition today.

Howard has the support of City Councillor Hilary Payne, who said “what’s required is immediate action,” but her recent attempt to pass a motion outlawing dogs being tethered outside for more than 15 minutes in the extreme cold was delayed. Now, Howard wants to keep pressure on council to pass the motion quickly, and save dogs now.
