Deadly collision

...

PAOV — As we celebrate dads across Canada, our thoughts are with petition starter Monique. Her father was hit and killed by a driver travelling at almost three times the speed limit, but she hopes her devastating loss will provoke positive change. She’s asking BC officials to get serious about prosecuting dangerous drivers to keep our roads and loved ones safe. You can support her by signing this petition.

Sign the petition Ken Chung killed my father. He did it while breaking the law. Since the launch of this petition on June 10th, in the four short days since going live and viral, we have been successful in one of our original demands, but we continue to fight for the following:

It's time our province got serious about protecting our loved ones and community from dangerous drivers and we hope that in Appeals Court - justice will be served for my dad.

On November 14th, 2015, my dad, Dr. Alphonsus Hui, was driving to his office to catch up on routine paperwork. Before he could clear his left turn from Oak Street onto 41st Avenue, his car was T-boned by an Audi travelling 140 km/hr through the intersection in a 50 km/hr zone. The force of the crash sent my dad's car flying into the air and he died at the scene. The driver of the Audi, 35 year old Ken Chung, was criminally charged with Dangerous Driving Causing Death.

My father was robbed of seeing my brother get married and continuing his unyielding service to his more than 1000 patients and multiple non-profit organizations that he gave his time and energy to. My twin baby boys will never get to meet their grandfather.

After a criminal trial and more than 2 years after dad was killed, we got our verdict. On May 25th, 2018, Mr. Chung was acquitted and walked away from the courthouse without so much as a slap on the wrist. All of this despite dashcam video evidence which captured the collision, testimony from multiple eyewitnesses, and engineering reports. Never mind the fact that Mr. Ken Chung was going 140 km/hr through the intersection and 119 km/hr when he hit my dad on Nov 15, 2015. Judge Gregory Rideout deemed that the 140 km/hr speed was a "momentary acceleration" and "there is at least a reasonable doubt that such conduct amounted to a marked departure from the standard of a reasonably prudent driver". Our family has been in shock since the verdict.

To add insult to injury, we found out that Ken Chung had six Speeding Offences in the 11 years before he killed my dad. Furthermore... After he killed my dad, he was caught street racing at 104 km/h in a residential zone in Vancouver on June 3, 2017. He plead guilty to this Excessive Speeding offence on May 11, 2018. It's clear to us that he's still unrepentant for what he has done.

We are concerned the government, our courts and ICBC are not doing enough to keep drivers who speed excessively off our streets. Ken Chung is still driving and it’s only a matter of time that he and others like him will hurt or kill again. I pray it is not your family or loved ones. The pain is too much to bear.

In life, my father saved countless lives as a doctor. In death, we have the opportunity to help him to save so many more by signing this petition that:
  1. Demands that Ken Chung be taken off the road immediately and receive a permanent driving ban given overwhelming evidence and a history of repeated excessive speeding offences.
  2. Demands that the BC government and ICBC introduce new, more stringent legislation and policy that will issue an immediate and permanent driving ban to Excessive Speeders with repeated offences.
  3. Holds our Judges and Justice System accountable for ensuring the protection of the community and its citizens are paramount.
  4. Ensures that the tragedy our family has endured won’t happen to you or someone you love.

It is my family's hope that in Appeals Court, Ken Chung will finally be found guilty of criminal charges and he will be put behind bars. It is STILL a long road ahead of us, but with your support, we remain cautiously optimistic.

Since the launch of this petition, your 55,000+ voices have made a difference. The issue of public interest in this case is unquestionable. An Appeal has been granted and we can celebrate a small victory towards justice for my dad. Moreover, the issue of public safety and the need for policy change on Excessive Speeding has gained us access to public Officials who have granted me introductory meetings to discuss the issue.

On behalf of my mother, brother, extended family and my beloved dad... thank you for all your support. Your voices are being heard and I will continue to fight for our cause! Thank you from the bottom of our hearts.

Please continue to support our Demand by signing and sharing this petition to all your friends. r0 · /> · Privacy policy
