NEB Modernization Panel report: The good, the workable and the ugly
Earlier this week, the Expert Panel charged with modernizing the National Energy Board (NEB) released its report, making a number of recommendations to overhaul Canada's system for regulating the energy sector. Some of the recommendations are good news, but others are totally out of step with leading thinking – especially when it comes to assessing major projects like pipelines.
